The complexity of enrollment and implementation is limiting Health Centers from maximizing the full potential of these programs. Yet, less than 50% of health center sites are active users of 340B and Prime Vendor Programs (PVP). Health Centers can save 20% to 50% on medications through the 340B Program. The PHS Act requires pharmaceutical manufacturers to provide a statutorily defined discount on outpatient drugs to qualified entities, thereby allowing community health centers, among others, to buy drugs for their patients at a reduced rate. Each of these entity types has different criteria and different qualifications they need to meet in order to register and participate in the program.The 340B Drug Pricing Program resulted from the enactment of public law 102-585, The Veteran's HealthCare Act, which is codified as Section 340B of the Public Health Services Act. The list of 340B-eligible entities and organizations includes Federally Qualified Health Centers (FQHC), FQHC look-alikes, children’s hospitals, critical access hospitals, free-standing cancer hospitals, sole community hospitals, disproportionate share hospitals, rural referral centers, specialized clinics such Black Lung/Tuberculosis/STD, and the Ryan White HIV/AIDS program grantees, among others. Impact reports created by 340B covered entities often refer to how these health care organizations rely on 340B savings to keep their doors open and their facilities staffed. Instead, drug manufacturers that participate in Medicaid and Medicare Part B programs are required to make available substantial discounts on drug items purchased by 340B registered covered entities.
How is 340B Funded?ģ40B is not funded by taxpayer dollars. The program enables healthcare organizations to accomplish their mission of providing health care to all regardless of their ability to pay.
